The offeror shall break out and detail all costs including labor, travel, material, and other direct costs as applicable. The offeror shall also address the contractormanpower reporting requirement. The offeror shall identify and explain any exceptions or deviations. The offeror shall also provide a cost narrative to substantiate the proposed costs. The offeror will not be reimbursed for travel within a 50mile radius of the offerors primary business location. The government intends to award a single to resulting this tor to the offeror whose top will provide the overall best value to the government technical and costprice considered. The contracting officer may select for award that offer in which the total evaluated costprice is not necessarily the lowest, but whose overall top is deemed sufficiently more advantageous to the government so as to justify the payment of a higher costprice.
