This is a solicitation for the rehabilitation of the Westside Power and Cooling Systems at Pinnacles National Park. The project involves demolition of existing solar panels and associated equipment, followed by construction of an off-grid photovoltaic system, including electrical, mechanical, and civil work. Key personnel, project experience, technical approach, schedule, past performance, and California contractor licenses are evaluation factors. A mandatory site visit is scheduled for May 14, 2026. Proposals are due via email and must be submitted by the specified deadline. Offerors must be registered in the System for Award Management (SAM). Additional documents required include project experience questionnaires, resumes for key personnel, a technical approach narrative, a construction schedule, past performance questionnaires or CPARS reports, and copies of California contractor licenses. The government will award a contract based on the best value tradeoff process.
The contract completion is not later than 240 calendar days, between February and March 2027, with a total time of approximately 6 to 7 months. The completion date is based on the assumption that the successful offeror will receive the notice to proceed in August 2026 for onsite work to begin in August or September 2026.
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). The contractor shall submit a draft invoice package to the NPS Contracting Officers Representative (COR) at least 5 working days prior to formal submission through IPP.

The government will conduct a source selection using the best value tradeoff process. All evaluation factors other than cost or price when combined are approximately equal to cost or price.
Offerors must be registered in the System for Award Management (SAM) and meet minimum standards for performing the work, including adequate financial resources, ability to meet delivery dates, satisfactory performance record, organizational and technical skills, integrity, business ethics, and necessary equipment and facilities.
The contract includes clause ****, Suspension of Work, which addresses adjustments for unreasonable suspension, delay, or interruption of work.

Failure to provide requested information, non-compliance with solicitation requirements, or not meeting minimum responsibility standards may lead to rejection of the offer.
