The Department of Strategic Wargaming (DSW) requires contracted wargame designers and developers to create academic and analytical wargames. These wargames will serve as experiential learning mechanisms and assist Army Service Component Commands (ASCCs) and other government agencies in defining complex problems and deriving insights for potential solutions. This is a non-personal services contract to provide catering services for the AY26 NSSREP/NSSDEP hosted by the USAWC Commandant. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform catering services for meals as defined in the Performance Work Statement (PWS). Specific meals have been marked for plastic cutlery, while others require real dishes and silverware. The contractor must be able to adjust headcounts up to 15% variation within a specified timeframe. A site walkthrough/pre-execution meeting is mandatory. Quality assurance will be conducted by government representatives, evaluating performance based on food quantity, menu adherence, timely delivery, hygienic service, and appropriate food temperatures. The contractor must have current ServSafe certification, a business license, a food establishment license, USDA food safety inspection certification, and a food service permit. Post-award requirements include attending up to three post-award meetings and DOD-mandated health inspections. Contractor employees must identify themselves as such to avoid creating an impression of being government officials. Food preparation can be done off-site using the contractor's own facilities or on-site with provided food trucks/catering vans. The government will provide utilities. The contractor is responsible for furnishing all supplies, equipment, and services not listed as government-furnished. Specific dates and locations for NSSREP and NSSDEP events are provided, along with estimated headcounts and menu details. All food items shall be labeled with ingredients, especially allergens. The contractor must also brief all employees on the local iWatch program training standards within 30 days of award.

The contractor will be responsible for the preparation and conduct of courses, classes, and events, maintaining teaching and subject matter currency, and serving as a subject matter expert in support of research and document review. The contractor will act as the primary integrator for Army Service Component Command (ASCC) and Theater Army educational efforts at the US Army War College (USAWC).
