The construction is to be completed by November 1, 2026. Quotations must be submitted by April 7, 2026, at 2:00 PM and will be publicly opened at the Loyalsock Township Building. The evaluation criteria include the adequacy of the quotation, relevant experience, quality of work, resources, record of completion, cost, and commitment to MBE/WBE participation goals. Professional liability insurance is required.

Firms may be requested to sit for interviews and/or negotiation of contract terms and fees prior to contract award.
The bid notice states that the engineer is expected to visit the project site during construction, not less than once a week and conduct a final inspection at project completion. The engineer shall indicate with what frequency field visits will be provided.
