This solicitation is for the Anniston Army Depot ANAD Power Generation and Microgrid Project in Anniston, Alabama. It is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The estimated magnitude of the construction is between $25,000,000 and $100,000,000. Proposals are due by 02:00 PM local time on June 29, 2026. A site visit is scheduled for June 3, 2026, at 08:30 a. m. Central Time. Contractors must have an active SAM registration and a current basic confidence level in SPRS to obtain restricted solicitation documents. CMMC Level 2 Self is required prior to award. Performance is to begin within 10 calendar days and complete within 724 calendar days after notice to proceed.

The government contemplates award of a firm fixed price contract. Payments will be made by the contracting officer.
The government will evaluate proposals in accordance with the criteria described herein and will award a firm fixed price contract to the responsible offeror whom the source selection authority SSA determines conforms to the solicitation, is fair and reasonable, and offers the best overall value to the government, all factors considered.
Contractors must register and complete the representation and certification requirements in the System for Award Management (SAM) database, available at www. ***. *. * must comply with the requirements of ****, ****, and any other representation and certification requirements in this solicitation through SAM. The CMMC level required by this solicitation is CMMC Level 2 Self. This CMMC level, or higher, is required prior to award for each contractor information system that will process, store, or transmit Federal Contract Information (FCI) or Controlled Unclassified Information (CUI) during performance of the contract.
The contractor shall pay liquidated damages to the government in the amount of $1,535 for each calendar day of delay until the work is completed or accepted.
An organized site visit has been scheduled for 03 June 2026 at 08:30 a. m. Central Time located at Building 251, Anniston Army Depot, Anniston, AL **** attendees must comply with both register and base access requirements.
The ability to enter technical inquiries and questions relating to proposal procedures or bonds will be disabled ten (10) calendar days prior to the closing date stated in the solicitation. No government responses will be entered into the ProjNet system within five (5) calendar days prior to the closing date stated in the solicitation.
Offers providing less than 120 calendar days for government acceptance after the date offers are due will not be considered and will be rejected.
