This is an Invitation for Bid (IFB) for construction, alteration, or repair services. The project includes HVAC repair (CLIN ****) and demolition (CLIN ****) at the 179th Cyberspace Wing in Mansfield, Ohio. The solicitation is a 100% small business set-aside. The estimated magnitude of the project is between $250,**** and $1,000,****. A mandatory pre-bid conference and site visit will be held on June 23, 2026. Bids are due by 1:00 PM local time on July 30, 2026. A bid bond is required. Award will be made to the responsible bidder whose bid is most advantageous to the government, considering only price and price-related factors. Performance must begin within 30 calendar days and be completed within 180 calendar days after receipt of the notice to proceed.
The contractor shall begin performance within 30 calendar days and complete it within 180 calendar days after receiving award, notice to proceed. This performance period is mandatory negotiable. See FAR ****.
Payment will be made by the contracting officer. See section 00 70 00 for contract conditions, including prompt payment clauses.

To establish responsibility, the apparent low bidder may be requested to submit information regarding their previous experience, business and technical organization, financial and bonding resources, and plant available. See FAR ****.
If the successful bidder fails to execute all contractual documents or furnish executed bonds within 10 days after receipt of the forms, the contracting officer may terminate the contract for default. In the event of termination for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.
A site visit will be held following the pre-bid conference on June 23, 2026. Registration is mandatory due to security conditions. All offerors must register by emailing the base access form to ***@***. *. * at least 2 business days prior to the meeting.
Agency protests must be filed within the periods specified in FAR 33. 103. The NG protest decision goal is to resolve protests within 35 calendar days from filing.
Failure to furnish a bid guarantee in the proper form and amount by the time set for opening of bids may be cause for rejection of the bid. Offers providing less than 90 calendar days for government acceptance after the date offers are due will not be considered and will be rejected.
