This is a Request for Quotes (RFQ) for HUD Lead Hazard Reduction Program: Lead Based Paint Hazard Remediation and Construction Services (LHR 027) for properties located in Huntington Park, Cudahy, and Los Angeles, CA. Quotes are due by Thursday, June 4, 2026, at 3:00 p. m. Bidders must attend a mandatory pre-quote job walk meeting on Thursday, May 28, 2026. Submission requirements include a quote sheet, proof of contractor's license, CDPH and EPA certification, and insurance coverage, to be uploaded electronically and confirmed via email. Late quotes will not be considered. Questions should be directed to Jackie Reyes. Contractors must agree to execute a standard LACDA contract. Insurance requirements include general liability, workers compensation, automobile insurance, crime insurance, and pollution liability. Bidders must possess a current B general building contractor license and required CDPH and EPA certifications. The penalty for non-completion is $500 per day. The work is to commence within 10 days of the notice to proceed and be completed within 30 calendar days.
The quotes shall be submitted by Thursday, June 4, 2026, at 3:00 p. m. The work to be performed under this construction contract shall commence within ten (10) days after a notice to proceed is received by the contractor, or on the date specified in the notice, and shall be completed within thirty (30) calendar days following the required commencement date.
The bidder must possess a current and valid B general building contractor license issued by the California State License Board. The bidder or approved subcontractor must possess all required certifications in compliance with the requirements set forth in the California Department of Public Health's (CDPH) Lead Related Construction Program. Current CDPH certificates for all supervisors and workers overseeing and performing lead based paint hazard remediation activities, and EPA Lead Safe Certification issued by the United States Environmental Protection Agency are required.
If the work is not performed in accordance with the terms of this agreement and in compliance with the notice to proceed, the LACDA is entitled to impose the penalty of five hundred ($500) dollars per day. The non-completion penalty is **** per day.
Bidders must attend a mandatory pre-quote job walk meeting for all properties on Thursday, May 28, 2026, with the first meeting occurring at **** Miles Avenue, Huntington Park at 8:30 a. m.
Deliveries made before the stated due date and time but to the wrong department unit, will be considered non responsive, unless re-delivery is made to the correct department unit before the stated due date and time. Quotes received after the due date and or time will be considered late and will not be considered for award. Failure by the contractor to meet the insurance requirement within two weeks from the date contractor was notified of being the apparent lowest responsive and responsible bidder will prohibit the award of a contract.
