This is a sources sought notice for a new Giant Voice (GV) mass notification system at Ellsworth AFB, SD. The contractor will be responsible for engineering, designing, furnishing, installing, and testing a complete GV system, reusing existing utility poles and radio infrastructure. Key requirements include AT HOC compliance for integration with the AT HOC E MNS, decommissioning and removal of the old system, and providing warranty and training. The performance period will be determined based on the proposed schedule and contract award date. Work is expected during normal duty hours but may require off-hours work. The contractor must provide a project manager, ensure personnel are trained and certified, comply with safety regulations, and coordinate site access and security procedures. Deliverables include a quality control plan, weekly status reports, project schedule, cutover plan, test plan, as-built drawings, and training materials. The government will provide existing utility poles, radio frequency, and Motorola APX **** radios. Integration with AT HOC E MNS will be coordinated with the AF E MNS PMO. The contractor must demonstrate proven success in installing and maintaining mass notification systems, with the equipment manufacturer being **** certified and the equipment/system being Safety Act designated or certified.
The period of performance for this project shall be determined based on the proposed schedule and actual contract award date. All works shall be completed within the scheduled timeframe.
The contractor shall provide warranty services for workmanship deficiencies and installed equipment for a minimum period of one (1) year, including all break-fix support, field trips, telephone support, and shipping costs. The warranty period shall start from the date of final acceptance.
The contractor shall demonstrate full knowledge and understanding of the specifications and requirements for implementation of a basewide mass notification system by submitting a detailed and comprehensive proposal outlining their methodology, features and capabilities, and equipment required to satisfy the performance work statement. Any deviation or exception taken to these specifications and requirements must be noted and a full explanation for the alternative must be provided. The contractor must have shown proven success installing and maintaining mass notification systems. The equipment manufacturer must be **** certified. The contractor shall provide two references for similar mass notification systems at US DoD facilities or civilian equivalents and be able to demonstrate previous experience and past performance. Past performance must include the installation of at least two other DoD installations or civilian equivalents within the last ten years. Contractor shall provide factory-trained personnel to perform system design, testing, installation and training. System must be manufactured and tested in the United States of America. The equipment manufacturer and its proposed equipment, system and services must be Safety Act designated or certified, as qualified anti-terrorism technology by the US Department of Homeland Security.
The contractor shall coordinate with the base POC a minimum of ten (10) business days prior to arrival onsite. The contractor shall process a site visit access request letter to obtain access to the base. This letter shall identify the names, social security numbers, drivers license numbers and state of issue, and birth date of the personnel who will be performing work on this project.
