Proposals are due by 2:00 PM on Thursday, July 16, 2026.

Payment will be made upon receipt and acceptance by the county of completed services, goods and/or products ordered and receipt of a valid invoice, in accordance with the Texas Government Code, Chapter **** payment not made within thirty 30 days of its due date shall bear interest in accordance with chapter **** of the Texas Government Code.

The contractor shall provide warranty for a period of not less than twelve 12 months after acceptance of work. All standard warranty information must be provided for any parts, if applicable.

Proposals will be evaluated based on staffing capacity, equipment resources, response capability (30 pts), company work experience and personnel (30 pts), cost proposal (30 pts), and references/past performance (10 pts). The county aims to award to the proposal that provides the best overall value.

Respondents must demonstrate adequate financial resources, ability to comply with delivery schedules, a satisfactory record of performance, integrity, and ethics, and be otherwise qualified and eligible. A minimum of five years as a locally licensed contractor is required, with at least one technician having a minimum of two years of experience in the HVAC field.

Nonperformance or noncompliance of standard terms and conditions or specifications shall be a basis for termination. The county may also use other vendors if response time is not met, quality of work is unacceptable, estimated hours are excessive, or the number of helpers required is determined to be excessive.

A pre-proposal conference, which includes a site visit opportunity, is scheduled for Wednesday, July 8, 2026, at 2:30 PM. Attendance is not mandatory but highly encouraged.

Failure to comply with communication guidelines, submitting false information on the safety record questionnaire, or being on the federal government's list of suspended, ineligible, or debarred entities may result in disqualification.

Kaufman county reserves the right to award the respondent whose proposal is determined to provide the best value to the county based on the evaluation criteria identified herein. Lowest price alone will not be the sole determining factor.
