The City of Aurora is seeking proposals for architectural and engineering services to assess the condition of precast concrete panels on the Aurora Municipal Center and its parking structure. This includes a physical assessment, survey report, root cause analysis, and repair recommendations with cost and schedule estimates. Attendance at one of two mandatory pre-proposal meetings is required. Proposals are due by July 10, 2026, electronically through the Rocky Mountain e-Purchasing System (BidNet). Written questions are due by July 2, 2026.
Proposals will be accepted electronically until 4:00 p. m. Mountain Time on July 10, 2026.
Consultant shall submit monthly invoices to be approved by the city's project manager. Payment may take up to thirty (30) days after receipt of invoicing.
The acceptance of consultant's services by the city shall not relieve consultant from the obligation to correct subsequently discovered defects, inaccuracies or incompleteness resulting from consultant's negligent acts, errors or omissions.
Proposals will be evaluated based on firm qualifications and experience (35 points), key staff expertise (20 points), proposed project approach and methodology (20 points), quality and completeness of proposal (15 points), and cost competitiveness and value (10 points).

The consultant shall perform no less than three (3) site visits to assess the condition of the precast concrete panel cladding. Attendance at one of the two pre-proposal meetings is mandatory.

Failure to obtain all addenda from BidNet may lead to reliance on incomplete, inaccurate, or out-of-date information when submitting proposals, subjecting such proposals to automatic disqualification.
