Designer shall submit monthly invoices no later than the 14th calendar day of the month after which the work was performed. The city may require up to 30 days to process payment after receipt of invoicing. Upon submission of an approved designer invoice, in the proper form, to the city, payment shall be issued.

Designer shall promptly correct any defective, inaccurate or incomplete tasks, deliverables, services or other work, without additional cost to the city. The acceptance of designers services by the city shall not relieve designer from the obligation to correct subsequently discovered defects, inaccuracies or incompleteness resulting from designers negligent acts, errors or omissions.

Firms must demonstrate experience in pump station and pipeline leadership (30 points), permitting leadership (30 points), electrical and instrumentation controls (25 points), and project management/QAQC (15 points). They must also have managed an alternative project delivery method (15 points) and demonstrate the ability to coordinate multiple stakeholders (15 points). Local Colorado experience is also a factor (10 points).

Failure to comply with the Small Business Enterprise (SBE) program requirements, including submitting required forms, may result in proposal rejection. If the city determines that the large business top ranked consultant failed to make a good faith effort, the proposal will be deemed nonresponsive and will be rejected.

Proposals will be accepted electronically until 4:00 p. m. Mountain Time on July 10, 2026.

SOQs must be submitted electronically through the Rocky Mountain e-Purchasing System (BidNet) no later than 2:00 p. m. , MDT, June 25, 2026.

The evaluation criteria for qualification are: Experience of the firm (40%), Technical competence of recommended project manager (20%), Technical competence of recommended project superintendent (30%), and Organization and completeness of SOQ (10%).

Prime contractors must submit a Statement of Qualifications (SOQ) demonstrating experience with similar construction projects, technical competence of project manager and superintendent, and organizational completeness. The following criteria shall be used to determine which contractor shall be approved to bid on the referenced project. The opinion of the probable cost for the work is estimated to be between $2,700,000 and $3,100,000.
