The period of performance for this project is from 07/22/2026 to 10/30/2026.

Proposals are due by 3:00 PM MT on July 28, 2026.

The city pays undisputed invoices on net 30 days from the date of invoice submittal.

Service provider warrants all equipment, materials, labor, and services against defects and non-conformances for the original manufacturer's warranty term or 12 months from final acceptance, whichever is longer.

Proposals must be submitted by qualified service providers. Vendors with products that meet any portion of the hardware requirements are encouraged to submit a proposal.

Proposals not submitted by the designated opening date and time will not be accepted. Proposals that do not conform to the length or formatting requirements may be rejected.

Substantial completion is required by September 30, 2026, with final completion and readiness for payment within 14 calendar days thereafter.

The city pays invoices on net 30 terms. Progress payments are made monthly, with a 5% retainage withheld until substantial completion.

The contract will be awarded to the lowest responsive and responsible bidder, considering the base bid and selected alternates.

Bidders must submit a statement of qualifications and possess all required state and local licenses. Responsibility is determined by ability, capacity, skill, character, integrity, reputation, judgment, experience, efficiency, financial resources, and past performance.

Liquidated damages of **** per calendar day will be assessed for delays in substantial completion and final acceptance.

A pre-bid conference and job walk will be held at the TMF located at **** Portner Rd, Fort Collins, CO ****, on July 14, 2026, at 10:00 am MST.

Bids may be rejected if they are nonconforming, nonresponsive, unbalanced, conditional, or if the bidder is deemed unqualified or of doubtful financial ability. Failure to include required bid documents can also lead to rejection.

Proposals that do not conform to the length, font, or margin requirements may be rejected. Failure to provide a public viewing copy will be considered a waiver of any claim of confidentiality.
