Bids are due by 11:00 AM on Friday, July 10, 2026.

The contract documents call for monthly progress payments based upon the percentage of the work completed. The city will retain a percentage of each progress payment as provided by the contract documents.

Warranty and guarantee of work is detailed in section 50 of the general conditions.

The city shall award the contract to the lowest responsible bidder submitting a responsive bid. The lowest bid will be determined on the basis of the total bid price.

Bidders must be licensed contractors (C32 classification) and registered with the Department of Industrial Relations. Bidder information and experience form must be completed.

Liquidated damages may apply due to contractor delay, as stated in special conditions section 11.

A nonmandatory prebid conference is scheduled for Tuesday, June 30, 2026, at 9:00 am to review the project's existing conditions.

Bidders may file a protest of a bid in writing within five (5) calendar days after the bid opening date.

Failure to acknowledge addenda may make a bid nonresponsive. Failure to submit the public works contractor registration certification may render the bid nonresponsive.

Proposals are due by July 10, 2026, at 5:00 PM PST.

Contractor shall submit a monthly itemized statement indicating work completed and hours of services rendered. The City shall pay approved charges within 30 days of receiving the statement.

The agreement does not explicitly state a warranty period for the janitorial services, but it does mention that contractor shall perform all services in a skillful and competent manner, consistent with generally recognized standards.

Proposals will be scored based on experience (25 points), staffing and supervision (10 points), cost (25 points), and ability to respond to unscheduled or emergency work (40 points).

Minimum qualifications include three years of experience in commercial janitorial services, possession of all required licenses and registrations, ability to obtain insurance, ability to comply with background screening, emergency response capability, a minimum of three client references, financial capacity, and compliance with all applicable laws.

Violations of storm water runoff system discharge regulations may lead to a civil penalty of up to $5,000 per day, per violation. Failure to comply with labor laws or stop orders may also result in penalties.

A non-mandatory pre-proposal meeting is scheduled for June 25, 2026, at City Hall Council Chambers.

The deadline to submit written questions regarding the RFP is July 2, 2026, at 5:00 PM.

Incomplete proposals, proposals containing errors or inconsistencies, failure to submit the proper quantity of copies, or other process or content errors or deficiencies may be cause for rejection. Failure to enter into the contract after award will result in annulment of the award.
