Project involves alley reconstruction and parking lot construction. Bids are due August 6th, 2026. A pre-bid meeting is scheduled for July 16th, 2026. Attendance at the pre-bid meeting is recommended, and a site tour may follow. Electronic bid submission is required. The contract will be awarded to the lowest responsible and responsive bidder, considering factors beyond price. Project completion is expected within 60 calendar days. A bid bond of 5% of the total bid amount is required.
The project is to be fully complete within sixty (60) consecutive calendar days from the notice to proceed.
The city shall make periodic progress payments to contractor within thirty (30) days following the project manager's approval of the work completed. Progress payments shall be in an amount equal to ninety-five percent (95%) of the work actually completed.
There shall be a general warranty for work performed under this contract for a period of two (2) years.
The contract will be awarded to the lowest responsible and responsive bidder complying with the terms and conditions, guidelines, and specifications. Also to be considered are: quality of product, past experience with the bidder, qualifications, services offered, warranties, maintenance considerations, long-range costs, and delivery.
A statement showing the qualifications of the bidder shall be a prerequisite to the bidder being awarded the contract. The qualification statement is intended to assure the city that a high degree of overall workmanship can be expected.
For each day substantial completion is delayed after the substantial completion date, contractor shall be assessed liquidated damages based on the contract price, ranging from $350 to $2,250 per day.
Attendance of prebid meeting is recommended. A tour of the work site may follow the prebid meeting for those interested.
Contractor shall furnish, upon the request of the project manager, samples and shop drawings to the project manager, who shall review them for conformance with the contract documents.
Any incomplete, inaccurate, false, or misleading information provided by any bidder shall be grounds for rejection of the bid. Failure to include a statement of compliance with specifications not included in manufacturers specification sheets shall be grounds for disqualification.
