Proposals must be received no later than July 31, 2026, at 4:00 p. m. Proposals received after this date and time will not be considered for award.

The city will remit monthly payment net 30 days for all municipal collections. The company awarded the contract shall be paid within thirty 30 days of receipt of an invoice on invoices that are deemed as completed satisfactory work.

Selection will be based on the submitted proposal, outlining the company's history, size, and demonstrated ability. The city will also consider the proposed customer service approach. The city is seeking information from qualified companies with experience and qualifications to serve as the city's contractor. The selected company will perform work under contract with city, using the citys standard services agreement.

Penalties are outlined for various service failures, including late collections, failure to collect spilled materials, leakage from vehicles, and material misrepresentation. Disposal company shall pay penalties to the city as follows: i. commencement of residential collection prior to 7:00 a. m. or after 7:00 p. m. , except as expressly **** per incident each truck and each address a separate incident.

A pre-proposal conference will be held on July 16, 2026, at 10 a. m. at City Hall, 606 Manitou Avenue, Manitou Springs, CO 80829. The purpose of this preproposal conference is to discuss this request for proposals.

Work shall be compensated in accordance with the contract documents using bid unit prices and approved time and materials rates, as applicable. Payment will be made on invoices as satisfactory work is completed and accepted by the city.

The contractor shall warrant pavement marking work against defects in materials and workmanship for a period of one year from the date of acceptance, unless a different warranty period is approved by the city in writing.

Award will be made to the responsive, responsible bidder with the lowest total bid based on the estimated quantities and unit prices in the bid pricing schedule.

Companies must be qualified and have experience in municipal street striping and pavement marking projects. The city may consider Colorado presence, experience in similar mountain communities, and familiarity with municipal traffic control and public access needs.

If the city terminates this contract, in whole or in part, due to contractor's breach of any provision of this contract, contractor shall be liable for actual and consequential damages to the city.

A pre-proposal conference will be held virtually on June 12, 2026, at 4:00 PM MST. Attendance is optional.

Any actual or prospective offeror who is aggrieved in connection with either the solicitation or award of a contract may protest in writing to the city's administrator within three calendar days after such aggrieved person knows, or reasonably should have known, of the facts giving rise thereto.

Failure on the part of any contractor to carry out a previous contract in a satisfactory manner may be deemed sufficient cause for disqualification. Significant exceptions to the RFP may also make a proposal nonresponsive.

The annual not-to-exceed value of this contract is $120,000.
