Proposals are due February 23, 2024, at 3:00 PM EST. A pre-proposal meeting is scheduled for January 10, 2024, at 2:00 PM EST. Prospective proposers are encouraged to attend. Additional questions must be submitted by January 17, 2024. The City of Cleveland Division of Streets is soliciting proposals from qualified consultants to undertake a complete survey of all public roads within Cleveland's public right-of-way. The survey will consist of data collection for approximately 1,264 centerline miles of roadway. Proposals must include GSA standard forms, resumes of key personnel, project organization charts, quality assurance programs, realistic project schedules (using Microsoft Project), and information about sub-consultants. The City requires 30 consecutive days to review each plan stage. Additional documents required include Office of Equal Opportunity (OEO) Schedules 1-4, notarized non-competitive bid contract, W9 form, vendor entry form, last three years of income tax or financial statements, and billing rate/fee. The City reserves the right to reject any or all proposals.

The City of Cleveland's Department of Finance is soliciting proposals for third-party administrative actuarial services for workers compensation claims management. The contract period is from January 1, 2024, to December 31, 2024, with two one-year renewal options. Proposals are due by 5:00 PM on Monday, November 20, 2023. Vendors must have a proven track record of experience in large-volume workers compensation claims management, experience with large Ohio public sector employers, and staff experience in Ohio workers compensation representing large employers as a third-party administrator (TPA). The proposal must detail staff experience, time dedication to the account, and compliance with the City's legal representatives and software requirements. The proposal must also include a detailed description of the proposing firm's history, other services provided, experience in workers compensation, a list of current clients and references, particularly those in the public sector, and resumes of pertinent individuals. Vendors must be Ohio BWC certified as a third-party administrator. The City reserves the right to request the removal of an underperforming vendor employee. The City encourages the inclusion of Cleveland Area Small Businesses (CSBs) and Minority/Female-owned businesses (MBEs/FBEs) in the project team. Completed OEO schedules 1-4 are mandatory. The fee proposal should be submitted in a separate sealed envelope. Incomplete, conditional, obscure, or irregular proposals may be rejected. Proposals must be signed and dated by an officer of the quoting company.
