Required completion date of field work is October 17, 2026. Contractor shall have an additional ten days to complete any close out work associated with the contract.

Contractor may submit a monthly invoice for approval and payment for work satisfactorily completed. Payment shall be per the fully completed line items set forth in the Schedule of Values (SOV). Invoices must be submitted electronically to accounts ***@***. *. * and sjackson@energynorthwest. com.

Energy Northwest will consider a number of factors and will not evaluate based on cost alone. The contract will be awarded to the responsible, responsive, and qualified bidder with the lowest price, whose bid will be most advantageous to Energy Northwest, considering price and any other factors.

Bidders must meet specific commercial and technical qualification criteria, including contractor registration, insurance, equivalent project experience, and key personnel qualifications. Bidders must also declare compliance with various Washington State registration and tax requirements.

Liquidated damages apply for delays in completing the contract base scope of work, as well as for specific performance criteria such as accident-free work, event-free operations, and meeting commitments. The total amount of liquidated damages is capped.

Protests based on specifications must be received no later than 10 calendar days prior to the bid submittal date. Protests based on other circumstances must be received within five calendar days after the protesting bidder knows or should have known of the facts. After bid opening, a notice of intent to protest must be filed within two business days.

Bids may be rejected if not submitted in strict compliance with specifications, if exceptions are extensive or material, or if the bidder has been disqualified from performing work on any state or federal contracts. Failure to sign the bid form will result in rejection.

The required completion date for the work is August 31, 2026.

Payment will be made by electronic payment through PayModeX. Invoices may be submitted electronically to ***@***. *. * and ***@***. *. * sum of 5% will be retained from approved invoiced amounts.

Bidders must be qualified and meet specific responsibility criteria, including having a current certificate of registration as a contractor in Washington State, a Washington Unified Business Identifier number, a Washington Employment Security Department number, a Washington Department of Revenue state excise tax registration number, and industrial insurance workers compensation coverage.

A mandatory examination of the site is scheduled for Monday, June 22, 2026, at 11:00 AM PST at Energy Northwest MPF, **** George Washington Way, Richland, WA ****, Main Lobby.

Questions are due by Wednesday, June 24, 2026.

Bids may be rejected if they are modified, not signed, contain exceptions to general provisions, are incomplete, obscure, or irregular, omit required items or unit prices, have unbalanced unit prices, are accompanied by insufficient or irregular bid securities, or are otherwise determined to be nonresponsive. Failure to execute a contract within 10 days of award may result in abandonment of the bid.

The required completion dates are: 250 VDC charger replacement by May 01, 2027; 125 VDC charger replacement by April 3, 2027; and recorder replacement project by June 17, 2027. Work not completed by the work window may be subject to liquidated damages.

Prevailing wage requirements apply. The contractor must file an intent to pay and affidavit of wages paid. Certified payroll reports must be submitted at least monthly. Prior to the first payment, the contractor shall provide prevailing wage intent and performance and payment bond. Prior to any invoice approval, the contractor shall provide Inflation Reduction Act documentation. Prior to final payment, the contractor shall submit the prevailing wage affidavit.

Proposals will be evaluated using a quantitative, weighted scoring model. Evaluation criteria include general qualifications (10%), commercial qualifications (10%), technical qualifications (45%), and price (35%).

Bidders must attend the mandatory site visit and meet other mandatory qualifications. At least 75% of the contractor's installing workgroup must have prior recent nuclear power generating facility experience. Craft shall be evaluated for appropriate proficiency. The superintendent must have at least five years of nuclear experience as a supervisor.

Work not completed by the work window shall be subject to the liquidated damages provision. False filings of forms may result in penalties and sanctions. Failure to pay appropriate wages may result in penalties and sanctions.

A mandatory site visit is scheduled for May 27, 2026, at 11:00 am local time in Richland, WA. Bidders must meet at the specified location and time. Required PPE includes a hard hat, safety glasses, and safety shoes.

Protests based on other circumstances must be received within five calendar days after the protesting bidder knows or should have known of the facts. After bid opening and prior to award, a notice of intent to protest must be filed within two business days.

Failure to meet any mandatory qualification will result in automatic rejection. Extensive or material exceptions to Energy Northwest's general provisions will result in the proposal being declared nonresponsive. Failure to provide required subcontractor listings may render the bid nonresponsive.
