Proposals are due August 12, 2026, by 4:00 p. m. Mountain Time.

The awarded vendor can expect payment within 30 days after receipt of invoice. Invoices should be mailed to VRT, Attn: Accounts Payable, 700 NE 2nd Street, Suite 100, Meridian, ID ****, or emailed to payables@ridevrt. org.

The vendor warrants that the work or services performed will meet or exceed the minimum specification requirements set forth in the RFP or the agreement. If services do not conform or subsequently fall out of compliance during the agreement term, the vendor will be required, at their expense, to make all necessary corrections.

The award will be made to the most responsive and responsible offeror that is most advantageous to VRT. Selection criteria include qualifications and experience of the firm, project manager and key personnel experience, method of approach and demonstrated understanding of the statement of objective, price proposal, and references.

Offerors must be qualified and experienced individuals or firms. They must be registered to do business in the state of Idaho before any agreement is signed. Offerors will need to provide documentation of work relevant to transit authorities and proof of proper licensing for the work or services requested.

Failure to comply with certain conditions, such as the restriction of control or altering the proposal document, may be cause for rejection of the proposal. Failure to submit required bonds and insurance certificates within ten calendar days after notification of intent to award may result in the contract being awarded to another offeror.

If any participating offeror objects to an award, they must respond in writing to the notice from VRT within seven calendar days of the date of transmittal of the notice.

Violating the restriction of control by contacting personnel other than the sole point of contact, sharing proposal information with other VRT personnel or competing offerors, or altering the proposal document may lead to disqualification.

The award decision was based on a careful review and evaluation of display units from ETA Transit, Mercury Innovation, and Urban Solar. The recommendation is for Urban Solar Corp.

If any participating bidder objects to such award, such bidder shall respond in writing to this notice within seven 7 calendar days of the date of this letter.

Protest submissions should be concise, logically arranged, and clearly state the grounds for protest. A protest must include at least the following information: a the name, address and telephone number of the protestor b identification of the solicitation number c a detailed statement of the legal and factual grounds of the protest including copies of relevant documents and d a statement as to what relief is requested.

The bid notice states that quotes are due May 14, 2026, at 4 p. m. Mountain Time. The initial term for the service is seven months, commencing on June 1, 2026, and expiring on December 31, 2026.

The bid notice states that by the 10th day of the following month, NEMT providers will submit an invoice, generated by the scheduling software system, in accordance with the contract. Invoices are to be submitted monthly.

The bid notice states that a recommendation to enter into an agreement with the successful offerors will be made based upon best value and price.

The bid notice states that all quotes must include a brief introduction of your company's history, experience, and qualifications of the offeror being submitted for this RFQ solicitation, identification of the project manager, description of the support throughout the term of the project, and a completed price schedule.
