The evaluation criteria will generally be based on qualifications, experience, and capacity to perform, with factors including demonstrated experience (40%), demonstrated work performance (30%), proposed team (20%), and demonstrated capacity to perform (10%).

To be eligible, the firm must hold active surveying firm registration with the Texas Board of Professional Engineers and Land Surveyors and permanently employ or retain at least one active, licensed registered professional land surveyor.

All offerors must have the ability to procure the requisite proprietary data from the aforementioned source in order to be eligible for award.

The contract time for completion is specified in calendar days. The start date is the day of, 2026, and the completion date is the day of, 2026, upon issuance of the notice to proceed.

Payments are made based on monthly estimates, with 95% of the estimated sum paid within five days after the first regularly scheduled meeting of the mayor and board of commissioners of the following month. The final estimate, including retainage but less any liquidated damages, will be paid within five days after the first regularly scheduled meeting of the mayor and board of commissioners of the following month, after proof of payment of all claims and obligations.

A maintenance bond guarantees the maintenance of the work for a period of three years after acceptance by the city. The contractor is also responsible for remedying defects due to faulty materials or workmanship for one year from the date of acceptance.

The contract will be awarded to the lowest responsible bidder after investigations into their responsibility. The owner reserves the right to reject any or all proposals and to waive technicalities.

All bidders shall have complied with the prequalification requirements of the City of Enid, Oklahoma. Bidders may be disqualified for reasons such as being in arrears on existing contracts, having defaulted on a previous contract, or lacking competency.

Failure to execute the contract and furnish satisfactory contract bonds within the specified time may result in the forfeiture of the proposal guaranty as liquidated damages. The owner may also deduct the cost of remedying defective work or removing unauthorized work from any compensation due to the contractor.

Bidders are required to visit the site of the work to examine local conditions and inform themselves of difficulties to be encountered.

The contractor shall submit samples of materials, finish, appliances, etc. , when required by the engineer, and all such samples must be approved in writing before the work is executed.

Bidders may be disqualified if more than one proposal is filed under the same or different names, if they are interested in more than one proposal, if collusion is suspected, if they are in arrears or have defaulted on contracts, or if they lack competency.
