Lightning Safety Government Bids & RFPs

This is a Sources Sought announcement from the 21st Contracting Squadron for market research purposes only. They are seeking information on vendors capable of providing lightning protection systems for Peterson Space Force Base, Colorado. No award will be made from this announcement, and the government will not pay for any costs incurred in responding. Please refer to the attachments for further information.

This is a non-personal service requirement for a lightning protection system (LPS) upgrade and acceptance testing at Building ****, Malmstrom Air Force Base. The contractor shall provide all labor, materials, equipment, and incidentals to upgrade the LPS to meet current standards, test it, and certify it per NFPA 780 chapter 8. This includes up-sizing LPS cables to AWG 4/0 copper, replacing frayed cable, and performing an LPS inspection compliant with the most current edition of NFPA 780. The contractor must provide a hard copy and digital CD of acceptance testing results and the UL lightning protection inspection certificate. The contractor must have completed Senior Inspector AMMO 50 training or equivalent. Acceptance testing requires the ground to be dry for 3 consecutive days. The contractor shall identify all test points, provide a sketch, and perform electrical tests for bonding resistance (max 1 ohm) and earth electrode resistance (max 25 ohms). Test equipment must be calibrated, and documentation provided. A manlift will be supplied by the contractor. Work schedule is normally 7:00 AM to 5:00 PM, Monday through Friday, excluding federal holidays. The period of performance is no later than 90 calendar days from the issuance of the notice to proceed. Contractor certification, vehicle and equipment requirements, housekeeping, environmental, safety, and health compliance are detailed. Special attention is given to restricted area requirements, including photography and cell phone restrictions, work plan submission, escorts, and entry authority lists (EAL). Vehicle and personal searches will be conducted. Flame and spark producing devices require written approval and 24-hour prior notification to the base fire department. Existing lighting for security purposes must be functional. Motorized equipment must be rendered immobile when unattended and equipped with fire extinguishers. Contractor shall not stockpile equipment within 30 feet of a perimeter fence. Power outages affecting intrusion detection systems require 48-hour advance written approval. Administrative records become government property. The 341st Civil Engineer Squadron will provide a Quality Assurance Evaluator (QAE). Combating Trafficking in Persons (CTIP) compliance is required.
