The tender is for electrical upgrades at a
fish hatchery. The scope includes replacing 19
fish pond
panels and the main 400 amp disconnect. A site visit is scheduled for May 22, 2025. Questions are due May 23, 2025, and quotes are due June 4, 2025. The period of performance is from June 23, 2025 to September 22, 2025. The basis of award is best value, lowest price technically acceptable (LPTAE). Master electrician with a class B license in Virginia is required. All materials and supplies are to be provided by the contractor unless otherwise specified. The project will be divided into pre-construction, electrical installation, and post-installation testing and inspection phases. All work must comply with NEC standards and local building codes. The contractor must pay all covered workers at least **** per hour or the applicable wage rate listed on the wage determination, if it is higher, for all hours spent performing on the contract in 2025. Electronic invoicing and payment requirements are in place. Work hours are limited to the time between one-half hour before sunrise to one-half hour after sunset each day. No work will be performed on Saturday, Sunday, or federal holidays unless authorized by the COR. Environmental interruptions of work may occur. Preservation of historical and archeological data is required. Any proposed key personnel, minimum qualifications for incoming or replacement key personnel, subcontractors, processes, procedures or materials included in the quotation are hereby incorporated into the contract. Performance shall be limited to the personnel, qualifications, firms, procedures, and materials that were specifically identified in the RFQ response. The contractor shall obtain the contracting officers written consent before making any substitutions or changes. All substitutions or replacements shall comply with the terms and conditions of the contract. All waste materials generated by any work under the contract performed on a government installation shall at all times be handled, transported, stored, and disposed of by the contractor and by subcontractors in accordance with all applicable federal, state, and local laws, ordinances, regulations, court orders, and other types of rulings having the effect of the law. Any material suspected of being hazardous that is unexpectedly encountered during performance of a project shall immediately be brought to the attention of the contracting officer. The contractor shall make maximum use of products identified on the mandatory environmental purchasing list. Unauthorized personnel are prohibited from accessing restricted areas. The contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR. The contractor must comply with the Davis-Bacon Act requirements. The government reserves the right to terminate the contract for its sole convenience or for cause. The contractor warrants that the items delivered are merchantable and fit for use for the particular purpose described in this contract. Additional clauses and requirements are included in the notice.
