The proposer must have expertise in juvenile justice law, competency procedures, youth development, and related clinical or forensic evaluation areas. They must also submit specific certifications and forms as outlined in the RFP.
Failure to meet the DVBE commitment set forth in the proposal will constitute a breach of contract. Fraudulent misrepresentation in connection with the DVBE incentive is a misdemeanor and punishable by imprisonment or fine, and violators are liable for civil penalties.
The deadline for the Judicial Council to receive a solicitation specifications protest is the proposal due date, May 4, 2026.
