This is a combined synopsis/solicitation for commercial products or services. Quotes are being requested, and a written solicitation will not be issued. The solicitation number is 140r8125q0138. The associated NAICS code is ****, with a small business size standard of 500 employees. This requirement is a small business set-aside. Brand name or equal requirements are listed. Offerors shall include drawings and/or pictures for each table. Assembly will be completed by the government. Workbenches must be assembled with normal hand tools, no drills or modifications after delivery. The required delivery date is 60 days after receipt of order. Delivery is to be made in full. Inspection and acceptance will be performed by the government at destination. The solicitation document and incorporated provisions and clauses are those in effect through federal acquisition circular FAC **** requests must be submitted electronically through the US Department of the Treasury's Invoice Processing Platform (IPP). The physical invoice signed by the supply specialist must be included in the IPP submission. The contractor must use the IPP website to register, access, and use IPP for submitting requests for payment. Enrollment instructions will be sent via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3-5 business days of the contract award date. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the contracting officer with its proposal or quotation. The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: lowest price technically acceptable technical and past performance, when combined, are more important than price. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the options. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the government may accept an offer or part of an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
