Camera Mount Government Bids & RFPs

Bids will be received until, but no later than 2:30 p. m. CST, July 16, 2026. Late bids received will be so noted in the bid file and the bid will be returned unopened.

Payment will be made in full after the satisfactory receipt of goods, materials, supplies, and equipment. Executed contracts must specifically state if there is any partial payment or other deviation from this method of payment.

All equipment shall include manufacturer warranty. The awarded vendor shall furnish a copy of an original certificate of insurance, naming city of Columbia as an additional insured.

Vendors must be registered as a vendor prior to award. The cameras and accessories shall meet the minimum specifications and requirements as set forth herein.

Vendors shall have the right to present a complaint, dispute or grievance. Step one vendor must file a grievance with the purchasing agent no later than seven 7 calendar days after the occurrence of the dispute or incident.

Estimated delivery is 180 days ARO (After Receipt of Order).

Offerors must provide their payment terms, with Net30 or discount options to be specified.

Offerors must specify warranty information if applicable.

The government will award a contract to the responsible offeror whose offer is most advantageous to the government, price and other factors considered. Quotes will be evaluated to determine best value, considering price, features of the supply, delivery terms, and warranty terms.

Offerors must provide contractor information including UEI number, TIN number, CAGE code, contractor name, point of contact, email address, and FOB destination or origin.

Bids must be submitted online through BidNet no later than Tuesday, July 21, 2026, at 2:00 PM MT.

Contractor shall provide the City with a monthly invoice. The City's maximum payment obligation will not exceed the maximum contract amount. There are no reimbursable expenses allowed; all contractor expenses are included in Exhibit A.

The contractor shall provide a one-year warranty on all body labor, including onsite service or pickup/delivery if required. The contractor must also honor all manufacturers' warranties on installed parts.

The City will select the lowest responsive and responsible bidder, as determined to be the best value by the City in its sole discretion.

The City's determination of responsibility may include the bidder's financial resources, ability to comply with legal and regulatory requirements, ability to perform the work and complete the project on time, history of performance, reputation, and ability to obtain necessary equipment, data, and facilities.

Failure to follow instructions, making or filing more than one bid for the same work, making direct or indirect contact with city personnel involved in the IFB, city council, or media on the subject of the IFB (except as authorized), or failing to obtain advance approval for substitutions may result in disqualification.

Delivery shall be FOB County's place of delivery with immediate delivery based upon availability, but no later than ninety (90) days after issuance of County's purchase order.

San Bernardino County payment terms are net 60 days after invoice and acceptance of the product.

Contractor agrees that the equipment or supplies to be furnished shall be covered by the most favorable commercial warranties the contractor gives to any customer for the same or substantially similar equipment or supplies.

Award will be made by Sheriff to the responsive, responsible bidder providing the best value.

The county reserves the right to perform a pre-award survey of the bidder to determine capability to perform, including but not limited to facilities, financial responsibility, materials/supplies, and past performance.

In the event of termination for default, the defaulting contractor shall be liable for the difference between the prices set forth in the terminated order and the actual cost thereof to the county.

All items or services are subject to final inspection and acceptance at designation by the county. Such final inspection shall be made within a reasonable time after delivery.

Bidder may appeal the recommended award or denial of award protest, provided the protest is submitted in writing within ten (10) calendar days of the issuance date of a notice of intent to award.

If bidder is unable to certify any of the facts set forth in sections c. 1, c. 2, or c. 3, it certifies that it has listed on a separate sheets attached to this Representations and Certifications each fact that it cannot certify and the reason it cannot do so. The county reserves the right to disqualify bidder based upon information disclosed.

The delivery date for all items is September 15, 2026.

Payment requests and receiving reports are to be submitted electronically via the Wide Area Workflow (WAWF) system. Specific document types and routing instructions are detailed in the contract.

The document mentions that if a bid is received from another vendor, they must be able to keep the Evident Scientific warranty.

Offerors must be currently registered in the System for Award Management (SAM) database prior to submission of an offer.

Failure to be registered in the System for Award Management (SAM) database prior to submission of an offer may result in the offer not being considered for award.
