Firms must demonstrate ability to comply with all applicable authorization, licensing, permitting, visa, labor, tax, insurance, safety, SAM registration, and performance/payment protection requirements for construction work in the place of performance.

The construction services for the project shall be completed within 180 calendar days from the Notice to Proceed (NTP).

The repairs will require a total of 5 years of warranty from the date the VA accepts all work. For Building 5, a 20-year NLD total system manufacturer's warranty is also required.

Award will be made to the responsible offeror whose offer, conforming to the RFP, will be most advantageous to the government, pursuant to a tradeoff approach. Evaluation will be based on Technical, Past Performance, and Price, with technical and past performance being equally important to price.

Offerors must be validated in the SBA Small Business Search (SBS) at the time proposals are due and prior to award. The offeror must have an active Unique Entity Identification (UEI) number and be current in System for Award Management (SAM).
