The evaluation factors are lowest price, technically acceptable.

Delivery must be made between 8 am and 4 pm Monday through Thursday except on regularly observed State or Federal holidays, unless prior approval has been obtained from TXDOT.

Payment will be made in accordance with Government Code chapter ****: on a monthly basis and within thirty 30 days from receipt of a correct invoice for TXDOT accepted goods or services.

Default in promised delivery or service date unless vendor has received a written extension of the delivery or service date which has been signed by TXDOT or failure to meet specifications authorizes TXDOT to purchase goods or services elsewhere and charge the full increase, if any, in cost and handling to defaulting vendor.

Samples, when requested, must be furnished at no cost to TXDOT. TXDOT may perform tests on samples.

Contacting any other TXDOT personnel regarding this solicitation may result in the respondent being disqualified.

The deadline for offers is April 30, 2026. The contract term is for twelve months, beginning upon issuance of the notice to proceed, with potential for extensions.

The manufacturer shall provide a 3-year limited warranty for solarpowered signage, with the exception of the batteries which shall be covered by a 1-year warranty.

The city shall award a contract to the responsive, responsible offeror with the lowest total sum bid.

Offerors must be licensed in accordance with chapter 444, Hawaii Revised Statutes (HRS), relating to the licensing of contractors. All prospective offerors shall hold appropriate licenses from the state of Hawaii. No offer will be accepted from any unlicensed offeror. Each subcontractor shall also be properly licensed under chapter 444, HRS, to do the work as listed.

When the contractor fails to complete the work or any portion of the work within the time or times specified in the contract or any extension thereof, the contractor shall pay to the city liquidated damages of **** per calendar day.

The offeror shall not include samples or descriptive literature unless expressly requested. Any unsolicited samples, descriptive literature, or attachments will not be examined or tested.

The deadline to submit requests for clarifications/substitutions is April 16, 2026.
