Awards will be based on purchase price (35 points), vendor reputation (10 points), quality of goods/services (25 points), extent to which needs are met (15 points), past relationship (0 points), impact on HUB compliance (0 points), total long-term cost (5 points), principal place of business/employment in state (0 points), and compliance with district terms and conditions (10 points).

Vendors must submit a completed CIQ form, Edgar Vendor Certification Form, TRS Retiree Form, W9 Form, and three reference forms. A minimum cumulative evaluation score of 60% is required for award consideration.

Violation of the cone of silence policy may subject vendors to debarment from bidding and contracting activities for up to two years. Providing false information may result in contract termination and criminal penalties.

Failure to comply with solicitation requirements, including submission format, may lead to disqualification. Late submittals will not be considered. Violating the cone of silence policy can result in debarment.

All offeror proposals must be received for review and evaluation no later than 12:30 PM Mountain Standard Time/Daylight Time on July 31, 2026. Proposals received after this deadline will not be accepted.

Payment terms are Net 30. Upon written request from offeror for payment, the UNMHSC shall, within 30 days, issue a written certification of complete or partial acceptance or rejection, with payment to follow within 30 days after certificate of acceptance.

Offeror warrants the goods and/or services furnished to be exactly as specified in any resultant agreement, free from defects in offeror's design, labor, materials and manufacture, and to be in compliance with any drawings or specifications incorporated herein and with any samples furnished by offeror. All applicable UCC warranties express and implied are incorporated herein.

The offeror selected for the award will be chosen on the basis of the greatest benefit to UNMHSC, not on the basis of lowest price.

Offerors must provide a business profile, financial information, and at least two references of customers from the last three years. Two references should be similar in size and scope of work to UNMHSC.

The procurement code imposes civil and criminal penalties for its violation. New Mexico criminal statutes impose criminal penalties for bribes, gratuities, and kickbacks.

If a site is referenced in this RFP, it is available for inspection. Arrangements may be made by contacting the individual listed on the cover sheet.

Failure to comply with instructions, specifications, and standard terms and conditions may result in an offer being classified as unresponsive and disqualified. Failure to mark sealed proposals appropriately may result in the offer being opened early or not included in the opening.

Proposals must be received no later than August 13th, 2026, at 3:00 PM.

A certified check for two months of the annual fee is due upon award. Regular monthly payments will be due on the first of the month upon opening of the café.

Proposals will be evaluated based on relevant experience and qualifications (35 points), menu, pricing, and business plan (30 points), customer service and staffing (20 points), and financial offer (15 points).

Proposals must include company profile, qualifications, sample menu pricing, operational plan, staffing plan, financial offer, and references.

Failure to make payments in a timely manner may result in the cancellation of the contract. Failure to meet delivery schedule may result in legal action.

A pre-proposal conference is scheduled for Tuesday, July 28th, 2026, at 9:00 AM at the offices of the Amherst Center for Senior Services. Proposers are strongly encouraged to attend.

Incomplete proposals may be rejected or scored lower. Failure to provide required insurance within 14 days of notice of award may result in the vendor being declared nonresponsive.
