RFP for a 28-day dry cargo time charter of self-sustaining roll-on/roll-off vessels. Vessels must carry a minimum of 120,000 sqft of military cargo with a laden speed of 15 knots. Delivery is from Beaumont, Texas, USA to Gdynia, Poland. Laydays commence between September ****, 2026. Proposals are due July 16, 2026. Award will be made to technically acceptable proposals representing the lowest price. A valid submission requires a ship name, price, and signature.
Laydays commence between September 15, 2026, and September 23, 2026. Owners/offerors must indicate their estimated time of arrival (ETA) for each layday commencing/cancelling date. Owners/offerors shall also indicate any layday they do not want to consider.
Payment will be made by ERP DFASCL PAY. Submit electronic invoices IAW Part VIII. 6 DFARS **** Wide Area Work Flow payment instructions. Submit invoices to: See Part VII. C. 7 MSC Wide Area Work Flow (WAWF) instructions.
Owner/offeror shall submit a warranty that the owner/offeror acknowledges and will meet all requirements of the solicitation and corresponding proforma. Owner offeror submit items: 1a, 5, 6c and 6d. Owner offeror's warranty validates acknowledgment of items: 1b, 1c, 2, 3, 4, 6a, 6b, 6e and 6f.
The government will award up to three contracts to responsible offerors whose technically acceptable proposals represent the lowest price to the government. Awards will be made if at all, up to the three offerors with the lowest, evaluated price or until the government's needs have been met technically acceptable offerors. . .

Protests must be served on the contracting officer by obtaining written and dated acknowledgment of receipt. The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.
