The Naval Criminal Investigative Service (NCIS) is seeking peer support training and consultation services. The contract will have a base period and four option years. Services include annual and monthly training sessions, consultation, clinical support, and 24/7 crisis response availability. Quotes are due by July 29, 2026, at 10:00 AM EST. Award will be based on the lowest price technically acceptable. The estimated total value is $9,000,****.
The period of performance includes a 12-month base period with up to four 4 12-month option periods. Annual training sessions are anticipated to occur notionally during the 3rd and 4th quarter per fiscal year (May-Sept). Monthly trainings will continue on a monthly schedule.
Payment will be made by the government. Invoices are to be submitted to the address shown in block 18a unless otherwise specified. Wide Area Workflow (WAWF) will be used for electronic submission of payment requests and receiving reports.
Award shall be made to the responsive and responsible offeror who has the lowest price and is technically acceptable.
The contractor shall demonstrate a minimum of fifteen years of senior-level experience in police and public safety psychology, crisis intervention, trauma recovery, officer wellness, threat and violence prevention, and mental and behavioral health support for law enforcement, public safety, and government personnel. A doctorate-level licensed psychologist with a Ph. D. in clinical psychology or counseling psychology is required.
Failure to comply with security requirements is grounds for contract termination.
