The award will be made on a sole source basis to On Chip Biotechnologies Inc. because they are the original equipment manufacturers (OEM) and the only company with the necessary expertise, associated equipment, and proprietary knowledge.

Equipment delivery, installation, and training shall be completed within 100 calendar days of contract award. Estimated delivery date is ****.

Payment terms are Net 30 days after government acceptance. Invoices must be submitted electronically through the U. S. Department of Treasury's Invoice Processing Platform (IPP).

The proposed device shall include a one (1) year original equipment manufacturer (OEM) warranty, commencing on the date of acceptance.

The government intends to award a contract to the lowest priced technically acceptable responsible quoter/offeror whose quote, conforming to the solicitation, will be most advantageous to the government, price and other factors considered.

Technical capability will be determined by review of information submitted by the offeror, which must provide sufficient technical information necessary for the government to conclusively determine that the offered products meet or exceed the technical requirements identified.

Offerors that fail to complete the required representations and certifications or reject the terms and conditions of the solicitation may be excluded from consideration.

Award will be made to the offeror representing the best value to the government based on technical acceptability and price.

Technical acceptability will be evaluated on the ability of the offeror to provide new manufactured commercial items from the original equipment manufacturer (OEM) or an OEM approved source. The quoted product must be the exact brand name, make, and model number specified in the solicitation.

Quotations offering alternate, substitute, or equal products will not be considered and will be deemed technically unacceptable.
