The City and County of Honolulu is seeking bids for a handheld spectrum analyzer. The analyzer must be new and unused, with specific technical performance requirements including frequency range, dynamic range, and resolution bandwidth. The contractor is responsible for accessibility, training, and support during the warranty period, including providing a loaner unit if repairs cannot be made on-site. Delivery is required within 60 days from the notice to proceed, FOB destination. The delivery location is the Department of Information Technology in Honolulu, Hawaii, during regular city business hours. Offerors must register on the Hawaii Compliance Express system or submit required tax clearances and certificates prior to award. The contract will be awarded to the responsive, responsible offeror with the lowest total price.
The delivery shall be FOB destination within 60 days from the issuance of the notice to proceed (NTP), unless otherwise extended by amendment, letter from the Director, or approved request from the contractor, as stated in Appendix B: Term/Schedule of Work.
Payments will be authorized by the director after completion of performance or delivery and acceptance of all materials, goods, and services, and after invoices are received. Payments will be made no later than thirty (30) calendar days following receipt of the statement for goods received and services completed, as detailed in Appendix D: Special Provisions.
The manufacturer's standard warranty shall apply, and during the warranty period, the contractor shall provide training and support, and if unable to repair on-site, a loaner unit will be provided within 48 hours, as mentioned in Appendix A: Scope of Work.
The City shall award a contract to the responsive, responsible offeror with the lowest total price, as stated in the Special Instructions to Offerors.
Prior to the award of the contract, the successful offeror shall be registered as compliant on the State of Hawaii Compliance Express system or submit required tax clearances and certificates of compliance, as per the Special Instructions to Offerors.
The offeror understands that failure to meet contract requirements will constitute a breach of contract that may result in suspension or debarment, and the exercise of rights and remedies as provided by law, as stated in Appendix C: Pricing Certifications.
The offeror shall not include samples or descriptive literature unless expressly requested. Any unsolicited samples, descriptive literature, or attachments will not be examined or tested, as noted in Appendix C: Pricing Certifications.
The deadline to submit requests for clarifications/substitutions is May 8, 2026.
