Sauk County is seeking a consultant for design and engineering services for the Great Sauk State Trail project, specifically for the Devil's Lake North and South segments and the Baraboo Spur. Proposals are due September 11, 2026. A mandatory site visit is scheduled for August 13, 2026. The consultant will be responsible for trail location and layout, structural and civil design, environmental review, permitting, bidding services, construction management, and securing easements. Award will be based on the best quality attributes. Faxed and emailed bids are not acceptable.

Goods and equipment purchased are warranted against defects by the vendor for one (1) year from the date of receipt, unless otherwise expressed in writing. The consultant must have an active professional license in Wisconsin and at least five (5) years of experience in recreational structure design, permitting, trail design, and trail construction. Failure of the awardee to perform any provisions of the contract constitutes a breach, and the county may require corrective action within ten (10) calendar days. Failure to comply may result in liability for liquidated damages. Failure of the awardee to perform any of the provisions of the contract must constitute a breach of contract, in which case, the county may require corrective action within ten calendar days10 from date of receipt of written notice citing the exact nature of such breach.
A mandatory site visit is required for all prospective consultants to be eligible to submit a proposal. All prospective consultants must attend a mandatory site visit of the devils lake north and south segments and baraboo spur to be eligible to submit a proposal.
Protests are only available to consultants who submitted a proposal and participated in the debriefing conference. The protest must be received within five (5) business days of the debriefing. The point of contact must receive a protest within five 5 business days of the debriefing.
Proposal packets not containing all required information, consultants not meeting mandatory qualifications, or those not attending the mandatory meeting will be rejected as non-responsive. Any proposal packetsubmitted by a consultant that does not contain all of the required information or any consultant who does notmeet the mandatory qualifications or has not attended the mandatory meeting will be rejected as nonresponsive and will be removed from further evaluation.
