This is a Request for Quotations (RFQ) for the design, construction, maintenance, and presentation support of a large-scale snow sculpture for the 2027 Sapporo Snow Festival. The U. S. Consulate General Sapporo is seeking proposals for a sculpture that will promote U. S. -Japan relations. Key requirements include structural integrity, a comprehensive nighttime illumination system, stage access for U. S. government VIPs, and facilitation of filming. The bid notice states that payment will be made by the Financial Management Center, U. S. Embassy Tokyo. U. S. firms are eligible to be paid in U. S. dollars, while other firms must submit prices and receive payment in Japanese Yen. The U. S. Embassy Tokyo is exempt from Japanese consumption taxes.
The U. S. government intends to award a firm-fixed-price contract to the responsible company submitting an acceptable offer at the lowest price.
Offerors must demonstrate technical capability to successfully perform the requirements of the Statement of Work, including relevant past performance and experience, a sound design and structural approach, lighting capability, project management and coordination ability, and a clear maintenance and safety plan. All U. S. contractors must be registered in the System for Award Management (SAM) database.
A pre-quotation conference and walkthrough at the site will be held on Wednesday, May 20, 2026, from 2:00 p. m. to 4:00 p. m. Japan Standard Time at the U. S. Consulate General Sapporo. Attendance requires prior submission of individual names, company name, address, telephone/fax numbers, and email address by May 18, 2026.
