The City of Kenner is seeking proposals from qualified consulting firms to conduct a comprehensive classification and salary plan study. The study aims to evaluate and modernize the city's current classification and salary plan structure to ensure a competitive, equitable, and fiscally responsible workforce. Key objectives include reassessing job classifications, assigned duties, and salary levels, evaluating promotional pathways, job series structures, and consistency in job title conventions. The selected firm will be expected to conduct a review of the classification system, evaluate the compensation plan, perform a market analysis, identify and address issues related to pay compression, pay equity, and recruitment/retention challenges, recommend updates, and provide implementation strategies with cost analysis. Monthly progress updates are required. Proposals are due by May 15, 2026, at 9:45 AM CST. The contract period is initially six months with an option for a six-month extension. Insurance requirements are detailed in Attachment A.
The proposal submission deadline is May 15, 2026.
The bid notice states that payment will be made by the City of Kenner approximately thirty (30) days after receipt of a properly executed invoice and approval by the human resources department or department head.
Award shall be made to the proposer whose proposal, conforming to the RFP, will be the most advantageous to the City of Kenner, considering price and other factors.
Proposer qualifications and experience will be evaluated, including history and background, financial strength and stability, experience with related services to governmental entities, existing customer satisfaction, and demonstrated volume of merchants.
The bid notice does not explicitly detail penalties for non-compliance, but it does mention that failure to comply with terms and conditions may be grounds for rejection of and/or refusal to award a contract.
A pre-proposal conference is not required for this RFP.
The deadline for receiving proposer inquiries is May 7, 2026.
