The price will be determined via an in-depth price analysis comparing pricing against current GSA rates, a comparison to the independent government estimate (IGE) provided by the contracting officer's representative (COR), and based on a comparison with historical pricing for this software maintenance. The government will not own any rights to code developed, but will retain all rights to data provided for use in the Palantir dashboard.
