Contractors must have a minimum of three years of current experience conducting explosives relief of disabilities investigations, personnel investigations, and/or criminal investigations. Personnel must also meet specific education/experience combinations and be eligible for a Top Secret security clearance. Failure to obtain an approved extension prior to the due date may result in reduced or nonpayment for the affected assignment. Repeated failure to submit ROIs by required due dates may constitute grounds for termination of the contract. Proposals will be scored and awarded to the best overall proposers based on Administration/Experience (30 points), Cost (35 points), Benefit Design and Plan Provisions (20 points), and Integration with KCDC's HRIS platform, Paylocity (15 points).

Proposers must be responsive and responsible, meaning they have the financial and technical ability to fulfill the requirements and their proposal fully conforms to the solicitation's requirements.

Contacting unauthorized KCDC personnel about the solicitation can disqualify a proposer. such contact can disqualify the proposer from the solicitation process.

If subcontracting is anticipated, address the administrative and management structure.
