This is a solicitation for fatherhood education and workforce development services. The objective is to reduce barriers to employment for fathers supervised by CSOSA, improve parenting skills, provide job readiness education, achieve job placement, and support job retention for at least three months post-placement. Services include fatherhood support classes, vocational training, employment services, job placement, and job retention support. The contract type is firm fixed price. The period of performance includes a base year and five option periods. Offerors must have an established operational presence within a 50-mile radius of CSOSA headquarters.
The period of performance includes a base year of 12 months from the date of award, with four additional 12-month option periods and one 6-month option period. Specific dates will be added at award.
Payment requests must be submitted electronically through the U. S. Department of Treasury's Invoice Processing Platform (IPP). CSOSA is bound by the Prompt Payment Act to reimburse contractors on the 30th calendar day after a proper and valid invoice is officially accepted.
Fatherhood facilitators require relevant certification or documented training in fatherhood/parenting curricula and 2 years of group facilitation experience. Vocational rehabilitation specialists need 2 years of workforce development experience, employer engagement, labor market knowledge, and resume/interview coaching experience.
Any deviation from delivery or performance requirements by the contractor may result in contract termination, unless advanced written agreement and authorization from the Contracting Officer (CO) is obtained.
The contractor agrees to submit any claim related to this purchase order within 12 months after accrual of the claim.
Derogatory information, falsification of forms, or refusal to supply information or forms may be considered justification for immediate security denial/removal of an individual. Failure to obtain a favorable adjudication for the CSOSA background check or DCSSA background investigation will prevent performance.
