This notice of intent is for the acquisition of 3 units of **** miscellaneous aircraft accessories and components. The government intends to negotiate with only one source. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations, or capability statements. Proposals received within 45 days (30 days if award is issued under an existing basic ordering agreement (BOA) after the date of publication of this synopsis) will be considered. The item requires government source approval prior to contract award. The memorandum justifies a non-competitive procurement for an additional Kollmorgen submersible motor and cables. This is a request for a not to exceed quote for the complete repair of electrical control equipment, including evaluation and completed repair. After receiving a detailed repair proposal for each item, including recommended components, delivery schedule, and cost breakdown, the order will be definitized. Final delivery of material is expected within 210 days. The material is designated as special emphasis material level I, requiring specific certification and quality assurance procedures. Detailed specifications, revisions, and applicable documents are referenced. Inspection, testing, and quality conformance tests are mandatory, with specific requirements for material traceability, certificates of compliance, and handling of government-furnished material. Submission of all certification data (CDRLs) is required 20 days prior to delivery, and acceptance of certification CDRLs will occur 6 working days after receipt. The contractor must maintain adequate records of all inspections and tests. All records generated by the manufacturer, used as the basis for completing the certificate of compliance, are required to be retained at the manufacturer's facility for a minimum of seven years, or as noted by the requirements of the contractually invoked documents. The government will maintain configuration control and change authority for all modifications or changes affecting form, fit, function, or interface parameters of the equipment and its sub-assemblies. The contractor must submit an engineering change proposal (ECP) for any class I or II changes that impact the equipment covered by this contract. Waivers and deviations require review and approval by the contracting officer. The contractor must provide a copy of this request to the QAR. Requests must include a complete description of the contract requirement affected, the nature of the waiver/deviation, classification (critical, major, or minor), number of units and serial lot numbers, impacts to logistics support elements, and information about remedial action. All requests for waivers/deviations on NavSup WSS contracts must be submitted to the NavSup WSS contracting specialist via email. Certification documentation must be submitted via WAWF (Wide Area Work Flow) to Portsmouth Naval Shipyard for review and acceptance prior to each shipment of material.
