The Naval Surface Warfare Center, Corona Division, is requesting quotes for VHF UHF radio equipment. The contract is a Firm Fixed Price (FFP) and is an official Request for Quote (RFQ) under FAR part 13. The required equipment is listed in Section B. Offerors must be original equipment manufacturers (OEMs), authorized dealers, distributors, or resellers. Proof of authorization is required. Supplies will be inspected and accepted at the destination government location. Delivery is expected within 30 days. The government is exempt from state and local taxes. The contractor is responsible for obtaining necessary licenses and permits for shipping and transportation. The use of certain packing materials is prohibited. A permanent warranty notification must be placed on each warranted deliverable end item and its container. The contract includes clauses incorporated by reference, including those related to commercial products and services, small business set-asides, and export-controlled items. Electronic submission of payment requests and receiving reports is required through the Wide Area Workflow (WAWF) system. The hours of operation for deliveries are Monday through Friday, 8:00 AM to 4:00 PM, excluding federal holidays. The items must be compatible with existing systems, be direct replacements, and may be limited by patent, copyright, or proprietary data.

The contract requires a First Article Inspection Test Report for a B2 Cylinder Assembly. The report must be delivered 120 days from the contract award date. 23 additional units are to be delivered 30 days after approval of the first article asset and submission of the first article test report. Interested vendors that haven't been previously qualified must submit a source approval request. The government will provide written notice of approval/disapproval within 90 days after receipt of the first article package. Deliveries shall be submitted on ISO **** compliant CD-ROM in Adobe Acrobat Portable Document Format. The first article test report must include certifications for all purchased hardware material, dimensional check worksheet, calibration certifications for measuring instruments, certifications for any work not performed by the contractor, and job travelers. The results of all testing requirements indicated on the drawing must also be included. The first article asset must be sent to the government 3 calendar days prior to shipment. The supplier performance risk system (SPRS) must have a score of 110 or a plan to become compliant must be submitted with the proposal.
