The USDA ARS is conducting market research to determine if there are enough qualified small businesses to set aside a purchase order for retail food store location and characteristics data. The contemplated solicitation will be issued in accordance with FAR Part 12 and evaluated based on the tradeoff process. Interested contractors should respond with information describing their interest, capabilities statements, and small business category. The Statement of Work requires individual store-level data on food retailers' characteristics and location for the years 2026, 2027, 2028, 2029, and 2030, with data for June 15th each year. Data should be submitted in Office Excel **** or later format or as a text file, with documentation in a Microsoft Word document format. A one-week turnaround is required for third-party collaboration after which USDA assumes approval.
The due date for responses to this sources sought is at 2:00 PM Mountain Daylight Savings Time on Tuesday, April 14, 2026. For the data itself, the base year delivery due date is July 1, 2026, and for option years, the delivery due date is July 1 of each data year (2027, 2028, 2029, and 2030).
The contemplated solicitation will be evaluated based on the tradeoff process in accordance with FAR Part 12.
