Proposals must be postmarked by the United States Postal Service on or before Thursday, July 30, 2026, and received no later than 7 days from the submittal deadline. Hand-delivered proposals must be received no later than 4:30 p. m. , Hawaii Standard Time (HST), on Thursday, July 30, 2026.
