The agreement is effective from June 1, 2023, through May 31, 2026.

The company will pay employees biweekly, with paydays designated by the company. If a payday falls on a federal holiday, payday will be on the preceding business day. When an employee is laid off, the company shall process all accrued earnings not later than seventy-two 72 hours from the time of termination, excluding Saturday, Sunday, or a legal holiday.

The company recognizes the union as the sole and exclusive collective bargaining representative for employees in specific occupational classifications at the NOAA facility. Employees must become and remain members in good standing in the union within thirty-first 31 days of hire or the effective date of the agreement. All employees to perform services covered by this agreement shall be secured through the offices of the union's hiring hall, subject to specific conditions including the company's right to reject applicants and affirmative hiring of Alaska Native Corporation shareholders.

Any employee or employees who solicit membership on company time or conduct union activity on company time other than handling grievances or legitimate union business shall be subject to disciplinary action by the company.

The business agent of the union may visit the company's station office at any time during the company's regularly scheduled workday, with initial contact made with the resident project manager or designated representative. The union must observe security regulations and ensure visits do not interfere with normal station operations.

All grievances shall be presented as soon as practicable after the occurrence upon which the same is based, but in no event later than ten 10 working days if the same is a dismissal grievance, or forty-five 45 calendar days if the same is a grievance arising from any other cause. Failure to submit a grievance within such periods shall constitute a bar to further action thereon.

The contract period for the DEMCA FY26 Membership Dues is from May 09, 2026, to May 8, 2027, as stated in the notice.

The award will be based on a sole source negotiation with DEMCA, Inc. , with the government intending to award a firm-fixed-price contract. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government.
