HHSC reserves the right to reject any or all responses and to cancel this IFB. Responses will be evaluated according to criteria including bidder meeting or exceeding requirements, ability to meet performance delivery requirements, and price. All awards are contingent upon approval of the HHSC executive commissioner or designee.

The contract action is for an Apriva Mesa VPN license agreement and engineering support services for the Department of Defense's DMCC program. The Apriva Mesa VPN is the only NSA CSFC approved standards-based VPN compliant with the current DMCC secure mobile device gateways (SMDG) architecture and compatible with legacy EUDs. The government requires the Apriva Mesa VPN license agreement, which authorizes use of gateway operations and associated testing facilities.
