The contractor must be able to work 24/7 starting Friday evenings, through the weekend, and onward until outages of cleanrooms are brought back online, with a maximum of 9 calendar days per outage.

Contractors must have relevant and recent experience completing tasks similar to evaluating and adjusting airflows, replacing HEPA filters, repairing control systems, and rebalancing HVAC systems, with projects greater than $1. 5M completed within the last 60 months.

Liquidated damages will be applied to work that extends beyond 9 calendar days due to lost research time, and for equipment downtime due to lost research time at rates established by CNST.

The construction contractor must limit outages by scheduling, planning, and containing cleanroom bays from adjacent spaces and by working 24/7 starting Friday evenings and through the weekend until outages of cleanrooms are brought back online, with a maximum of 1 week per outage.

The offeror whose proposal represents the best value to the government shall be selected for award.

Offerors submissions shall be evaluated in accordance with the evaluation criteria set forth in the solicitation, which may include technical factors such as bonding capacity, experience, technical approach, key personnel, and past performance.

The magnitude for this project is estimated to be between 1 million and 5 million.

The submission of your response shall be received not later than May 7th, 2026 @16:00 p. m. est.

The decision factors for evaluation are: full capability to perform the scope of work as described above, at the lowest price. Quotes should detail both the unit monthly cost and the total cost for each year. The respondent must be verifiable as a small business in SAM and on the SBA small business administration's SBS website. Past performance detailing prior experience cleaning ISO classified areas ISO 5, 7, 8 and the use of proper PPE, entry exit procedures, and workflow in controlled environments.

The company must be regularly established in the business, the company must be able to provide primary services under the condition of scope of work, in the judgment of the contracting officer, are financially responsible, and show evidence of their reliability, ability, experience, facilities and personnel directly employed or supervised by them to render prompt, detailed service in accordance with USP chapter 797 800, and satisfactory standards. The contractor shall be licensed by the state or local health authority in those localities where licenses are required.
