A mandatory site visit is scheduled for May 15, 2026, at 12:00 PM EST at Building ****, Lake Baldwin Campus. No other site visits will be allowed.

Protests must be filed electronically or by mail to the Executive Director, Office of Acquisition and Logistics, Risk Management and Compliance Service, Department of Veterans Affairs.

Failure to furnish a bid guarantee in the proper form and amount by the bid opening date may result in rejection of the bid.

The magnitude of construction is between $1,000,000 and $4,000,000.

The duration of this project is 496 days.

Bidders must be registered in SAM and verified in the SBA VetCert database. Contractors are responsible for obtaining required state and local licenses.

A formal site visit is scheduled for this solicitation on April 1, 2026, at 2:00 p. m. EST, at the VA Medical Center, Engineering Building 7 Conference Room. Individual site visits will not be conducted.

Failure to provide required information, such as a teaming agreement narrative or EMR rating, may result in a determination of non-responsibility or non-responsive bid.

The magnitude for construction for this project is between $2,000,000 and $5,000,000.

The key deliverables include site visit within 3 months post-award, design and manufacturing by 10 months post-award, and delivery and installation by 12 months post-award.

Contractor must have extensive knowledge and expertise providing custom-designed soft wall enclosures suitable for use in high containment large animal spaces. Key personnel need to be a qualified engineer/technician with knowledge of high containment laboratory facility design standards and federal select agent program regulations. A site visit prior to manufacturing is a required task. Contractor shall coordinate with government a time to visit the site to evaluate the spaces and take measurements to determine final manufacturing specifications.

Failure to comply with access requirements shall be adequate grounds for removal of the contractor/subcontractor employees from the site and barring further site access to individuals. Failure to comply with the provisions of the security section may result in suspension or revocation of access privileges, removal of contractor personnel from NBaf, contract remedies, and referral to USDA security and counterintelligence.
