The period of performance includes a base year from October 1, 2026, to September 30, 2027, with four option years extending through September 30, 2031.

All invoices from the contractor shall be submitted electronically in accordance with VAAR Clause **** Electronic Submission of Payment Requests.

All contract personnel shall receive training in VA procedures and policies. No contract personnel shall be assigned to work under the contract until initial orientation and training are completed. Contract personnel shall wear comfortable clothes appropriate for an office environment and be required to wear an identification badge provided by VA. Personnel rosters shall be provided to the contracting officer. Contract personnel shall have automobile liability insurance in order to drive or park at VA facility.

Failure to complete the mandatory annual training is grounds for suspension or termination of all physical or electronic access privileges and removal from work on the contract until such time as the required training is complete.

The bid notice states that the services called for shall be completed within two hundred fifty (250) working days. The contract term is anticipated to begin on or around July 21, 2026, and end on August 31, 2028.

The bid notice states that invoices may not be submitted more frequently than once a month, and payment is net 45 after receipt of invoice and all required backup documentation.

The bid notice states that any required warranty period, if applicable, which exceeds this term shall remain in full force for the duration of the warranty period.

The bid notice states that the award of the bid will be made to the responsible contractor who submits the lowest dollar responsive bid for all bid items combined in accordance with state and federal requirements.

The bid notice states that if required, liquidated damages shall be invoked as specified in the standard specifications for road and bridge construction, Colorado Department of Transportation, State of Colorado 2025.

The bid notice recommends that contractors carefully examine the requirements outlined in the specifications and advises that examination of site and contract documents is recommended. A recommended pre-proposal meeting will be held on June 2, 2026.

The bid notice states that prohibited communications initiated by a contractor shall be grounds for eliminating the offending contractor from consideration for award. It also states that any violation of lobbying provisions will result in the contractor's immediate disqualification from the selection process.

The bid proposals must be submitted through BidNet by 10:00 AM on June 03, 2026. Bids received after this time will not be accepted.

The school district agrees to pay for the service upon completion of satisfactory and acceptable services, after presentation of a vendor's invoice.

Whenever, within one year of the final acceptance of the services by the school district, the contractor is notified in writing that any item has proven defective or is not meeting specification requirements, the bidder shall immediately replace, repair or otherwise correct, as the school district may determine, the defect or deficiency without cost to the school district.

The bid award criteria, in no order of priority, include: 1. The firm's ability to complete the assignment as time efficiently as possible. 2. Prior experience, as denoted earlier in specifications. 3. Anticipated schedule commitment. 4. Price.

Each bidder shall present evidence that he/she is normally engaged in the purveying of the type of service on which they are bidding. Each bidder must provide a minimum of two (2) current client references where the athletic fields service contracts were in excess of $10,000 each. In addition, two current letters of client recommendations must be submitted with the bid submission. All proposals shall include, at the time of bid submittal, proof of an appropriate State of RI Applicator's License.

If the vendor fails to start work as required in the time indicated or subsequently agreed to, a credit may be taken in the bid price of $1 per day at the discretion of the director of administration of the Exeter-West Greenwich Regional School District. Nonperformance to the specifications stated in the contract will result in termination of this contract.

A mandatory pre-bid walk-through is scheduled for Thursday, May 28, 2026, at 2:00 PM. All interested bidders must visit the campus and become familiar with the site before bidding.

The school district reserves the right to require any bidder to submit a sample either before or after the awarding of the bid to ascertain whether or not the product will be suitable for the purpose for which it is to be used.

No bid will be considered from any person whose performance on any previous contract with the school district has been unsatisfactory in the opinion of the school district. Under R. I. Gen. Laws ****, all contractors associated with this bid shall undergo a national and state criminal background check. The contractor shall ensure that no person who has any disqualifying information as that term is defined in R. I. Gen. Laws **** shall work on the bid.
