Respondents must be qualified professional engineering firms and have an active registration with SAM. gov. respondent must have an active registration with sam. gov and provide their unique entity identifier uei on form 1 of the proposal forms.

A violation of the cone of silence may subject the respondent to debarment. Failure to accept contract obligations may result in cancellation of the award. A violation of the cone of silence renders any award voidable at the sole discretion of the county administrator with approval from the board of county commissioners and may subject the potential respondentconsultant or representative to debarment.

Lobbying activities outside of scheduled meetings, communication violations during the cone of silence, or failure to comply with mandatory requirements may lead to disqualification. Any such lobbying activities may cause immediate disqualification for this project.

The contract performance period begins with the start date in the Notice to Proceed, which will be issued at least 10 days after contract award, unless an earlier date is agreed upon. Insurance is due 10 days after award. A grounds maintenance plan, list of personnel, and transition plan are also required within specified timeframes after award.

Payment will be made by the government to the contractor's designated address. Invoices are to be submitted monthly. Value Added Tax (VAT) is not applicable as the U. S. Embassy has a tax exemption certificate.

The contract will be awarded to the lowest priced, technically acceptable offeror who is a responsible contractor.

Offerors must demonstrate ability to perform, including having a project manager fluent in English, operating an established business in Paraguay or planning to establish one, providing SAM registration, and showing relevant past performance and experience. They must also prove they can provide necessary personnel, equipment, and financial resources, and address plans for obtaining local licenses and permits.

The contract includes clauses for liquidated damages related to subcontracting plans and potential termination if insurance certificates are not submitted timely. Failure to comply with standards of conduct can result in employee removal.

Risks include failure to comply with solicitation terms, providing non-conforming proposals, having an unsatisfactory past performance record, failing to meet responsibility determination criteria, and not timely submitting required insurance certificates.

The contractor shall complete all performance requirements within 380 days of the notice to proceed.

All services provided by the contractor, as well as parts replaced, shall come with a one (1) year warranty minimum.

The award will be based on the lowest aggregate amount for the base line item plus or minus deduct alternates, considering the order of priorities and available funds.

Bids of offerors not meeting the SDVOSB certification requirement will not be considered for award. Failure to present proper training documentation will result in the individual being removed from the job.
