This is a Performance Work Statement (PWS) for Transformation Support Services at the U. S. Army Cyber Center of Excellence (CCoE) in Fort Gordon, Georgia. The contract is for non-personal services to provide technical assistance for the Fort Gordon, Georgia Transformation Initiative. The contractor will support the Transformation Cell (TC) in modernizing the CCoE into a world-class training installation, developing the cyber workforce of the future, and operationalizing cyber integration. Services include engineering, strategic planning, operations services, and classroom requirements analysis. The period of performance is one base year (February 21, 2027, to February 20, 2028) with three option years. Key requirements include developing and maintaining quality control plans, providing relocation plans, conducting planning meetings, furnishing engineering advice for facility system life cycle analysis, and participating in project development phases (planning, design, construction, activation). Contractor personnel must be U. S. citizens and undergo background checks. Cybersecurity and various other training requirements are mandatory. The government will provide office space, computers, and network access. Invoicing will be done through Wide Area Workflow (WAWF). Insurance requirements are specified. Applicable publications and technical exhibits detailing performance requirements, deliverables, and estimated workload are included.
The period of performance includes a base year from February 21, 2027, to February 20, 2028, with three option years extending to February 20, 2031. Specific task deliverables have deadlines outlined in the Campus Schedule and Technical Exhibits.
Invoices shall be submitted through the Wide Area Workflow (WAWF) as a 2-in-1 invoice with all applicable monthly documentation attached. Invoices must be submitted no later than ten days after the end of each month or 30-day period, depending on the contract award date. The government reserves the right to exercise a penalty cost for late submissions.
Contractor personnel must be U. S. citizens and require a background check (T1/NACI investigation). General Engineers require a Bachelor's degree in Engineering or Architecture, six or more years of experience in their field, and specific experience in project management, design, construction, public works, or real property master planning. Classroom Facility Planners require a Bachelor's degree in Urban Planning or a related field, five or more years of facility planning experience on U. S. military installations, and experience with AutoCAD or equivalent software.
The government will have the right to exercise a penalty cost due to the contractor being out of compliance with the contract agreement, specifically regarding timely invoice submission.
The PWS states that contractor personnel must be present on-site at Fort Gordon to perform tasks, which may include facility walk-throughs, meetings, facility assessments, and construction inspections. While not explicitly termed a site visit for bidding purposes, on-site presence is required for performance.
