This is a Request for Quotation (RFQ) for Mill Springs Mill Operator and Interpretive Services at Lake Cumberland, Kentucky. The contract is a 100% small business set-aside. The services include operating and interpreting the historical Mill Springs Mill. The contract period is for one base year (2026) and three option years (****). Offerors must be registered in the System for Award Management (SAM). Quotes are due by June 24, 2026, at 11:00 AM Central Time. Award will be made to the lowest priced responsible offeror based on past performance. Offerors are urged to inspect the site. Questions must be submitted via email.
The deadline for receipt of quotes is June 24, 2026, at 11:00 AM Central Time.
Payment will be made monthly by electronic funds transfer (EFT) for actual days worked. Payment could take as long as 45 days after invoice.
Award shall be made to the lowest priced offeror who is determined to be responsible, based on past performance record.
The mill operator shall demonstrate proficiency in the operation of the mill, including waterwheel and stone revolutions, and be proficient in milling operations and associated mechanical equipment. The operator/interpreter must have skill in meeting the public and explaining the mill's operation and history.
Failure to comply with contract specifications may be grounds for termination. Breach of contract or voluntary termination without sufficient cause may jeopardize future contracts. Inappropriate conduct or unacceptable actions may be grounds for termination.
Offerors are urged and expected to inspect the site where services are to be performed.
The contractor shall be responsible for all injuries or damages caused by the contractor. Failure to comply with contract specifications may be grounds for suspension or debarment for up to 3 years. Inappropriate conduct or unacceptable actions, such as theft, intoxication, discrimination, or failure to maintain appearance, may be grounds for termination.
