Atlantic City - Agency Bids & RFPs

The contractor shall provide an estimated schedule indicating equipment procurement, installation, programming, startup, and final commissioning. The quotation deadline is July 28, 2026, at 4:00 PM.

All equipment shall carry a minimum one 1 year manufacturers warranty. The contractor shall warrant workmanship for a minimum of one 1 year following final acceptance.

Award shall be made to the vendor whose quotation is determined to be the most advantageous to the city, price and other factors considered, including: compliance with specifications, experience, product quality, warranty, delivery schedule, and total cost.

The contractor shall have demonstrated experience installing industrial cellular telemetry systems, experience with municipal water or wastewater SCADA systems, employ qualified technicians, and be licensed to perform work within the state of New Jersey, where applicable. Must have public works contractor registration.

Proposals must be electronically uploaded by Thursday, August 6, 2020, at 10:00 AM prevailing time. Proposals shall be received by the City of Atlantic City on, Thursday, August 6, at 10:00am prevailing time electronically to the City, through eprocurement platform.

Compensation shall be a fixed annual fee, paid either directly by the City or by credits for commissions, whichever is more favorable to the City. Proposals will be evaluated based on consultant/management fees and costs (30 points), relationships with a diverse group of insurance carriers (30 points), references and reputation (30 points), and knowledge of the City of Atlantic City and the subject matter (10 points). Respondents must possess both an agency license and individual licenses from the New Jersey Department of Banking and Insurance. They must also demonstrate continuing capabilities to perform the services. The broker of record shall possess both an agency license and individual licenses for those persons who would be assigned to provide services to the City of Atlantic City, from the New Jersey Department of Banking and Insurance.

Failure to comply with affirmative action laws, submitting incomplete or irregular proposals, or failing to provide proof of business registration can lead to disqualification. The City shall have the right to reject any or all proposals, reject a proposal not accompanied by the information required by the competitive contracting RFP, or reject a proposal which is in any way incomplete or irregular.

Payment shall be made within thirty (30) days after the contractor has submitted a bill based on the total delivered price, with a properly executed voucher to the Comptroller's office.

A two (2) year maintenance bond is required at the completion of the work.

The contract shall be awarded to the lowest responsible bidder, with the unit price governing.

Failure to execute and deliver the contract within ten (10) days from the date of receipt of notice of final award of contract will result in the bid bond being considered as liquidated damages.

Any challenge to the bid specifications must be submitted in writing to the City Solicitor's office three (3) business days prior to the bid opening date.

Bids received from bidders who have previously failed to complete contracts within the times scheduled, or who have performed prior work for the city in an unacceptable manner, shall be rejected.
