This statement of work outlines the requirements for a vessel to support helicopter hoisting training at the U. S. Coast Guard Air Station Borinquen. The contractor is responsible for providing and operating a vessel meeting specific size, equipment, and personnel requirements. The vessel must be available for training sessions, typically Monday through Friday, and potentially on weekends, between 6:00 AM and 11:00 PM local time. Training sessions are typically two hours, but can be extended up to six hours. The contractor must maintain an operational log and provide incident reports. All contractor personnel must be U. S. citizens or legal residents, at least 18 years old, and able to read, write, and speak English fluently. Drug screening is required for all crew members. Payment is based on an hourly rate for a minimum of two hours of on-site time per training session. The area of operation is within a 10 nm radius of the shoreline and a 30 nm radius of the air station.
