In the event that services are incomplete, unsatisfactory, or not performed in accordance with the contract requirements, the city reserves the right to withhold payment or apply deductions based on the contractors bid pricing. Deductions shall be applied for each occurrence and shall continue until the work is completed to the satisfaction of the city.
