New Mexico Public Education Department (PED) is seeking applications for high-impact tutoring services for reading and math for the **** school year, with potential extensions. Services must be delivered by trained instructors to an estimated 2,500 students, aligned with New Mexico content standards, and focus on accelerating student learning and addressing unfinished learning. Eligible applicants are New Mexico school districts, local charters, state charters, and regional education cooperatives. The grant awards will be for one year, with options to renew. Applications are due by July 31, 2026. Services must be delivered primarily in person, with a minimum of two sessions per week, totaling at least 90 minutes of instruction per week, for a minimum of 18 weeks. Tutor-to-student ratios shall not exceed 4:1. Emphasis is placed on supporting at-risk student populations, including Native American students, English learners, students with disabilities, and economically disadvantaged students, using culturally and linguistically responsive practices. Data tracking and reporting are mandatory.
Applications are due by July 31, 2026, by 5:00 PM MDT. Tutoring services are expected to begin in the fall of the **** school year.
The grant award is based on reimbursable expenditures. Requests for reimbursement (RFR) are required monthly, and the award must be fully expended by June 30, 2027.
Applications will be evaluated based on technical specifications (mandatory and desirable) and business specifications (budget form). The most advantageous application may not necessarily be the one with the most points.
Eligible applicants are New Mexico school districts, local charters, state charters, and New Mexico regional education cooperatives (RECs). Tutors must have a bachelor's degree or be enrolled in a teacher preparation program, complete required training, and demonstrate ability to support diverse learners.
Failure to meet performance expectations, including student growth targets, attendance thresholds, or instructional dosage, may result in required corrective action plans, reduction in grant funding, or discontinuation of grant funding.
Applications that do not adhere to submission requirements, are late, or have serious deficiencies in any evaluation factor may be rejected.
